I’ve been scanning my grandfather’s old CCC Camp photos. From what I can tell this is from Veyo Camp in Utah. “The Four Buckaroos” was penciled on the back. This photo on a Utah author’s site may be some of the same women. I’ve emailed the owner of the photos to get her opinion-one of the buckaroos might be her grandmother.
